I think(MY OPINION) there is no limit for the number of concurrent users or the number of concurrent connections.But Oracle Workgroup Server donĀ“t support:

                .Parallel Server
                .Replication
                .Paralog Query Option
                .Partition Option
                .Advanced Network Option
                ....
