Oracle Workgroup Server licensing

Does anybody now if there is any difference in how an Oracle Workgroup Server is licensed compared to the standard (Enterprise) Oracle Server? Both server types have very similar functionality, but the Workgroup Server is ten times cheaper.

There must be some licensing restrictions on the Workgroup Server that I am not aware of, and that do not exist on the Enterprise Server. Is there a limit for the number of concurrent users, number of concurrent connections, or something like that?
