Windows 32-bit Two-Task driver unable to spawn new ORACLE task

Hey all,

I think I have a really elementary problem. I´m running ORACLE DB 7.3 on NT. When I´m connecting to a DB following message appears:

ORA-09352: Windows 32-bit Two-Task driver unable to spawn new ORACLE task

I thouht this problem occurs only if one NT service is down or something but i guess
they all are up.

    OracleAgent                Started
    OracleServiceXXXX    Started
    OracleStartXXXX        Started
    OracleTNSListener      Started

    OracleWWWListeneryyyy Started

With following processes running:

    STRTDB73.EXE
    TNSLSNR.EXE
    ORACLE73.EXE Instancemanager shows: INSTANCE and SERVICES are STARTED

Connecting with an TNS Name works fine.

So what´s the problem
