Internally, Oracle uses scn numbers to kleep track of itself. You can leave  your system running when the clock resets, but your application may not like  it. That is if any of your logic use date/time columns as primary key or  secondary key fields then they may not function correctly since data may not  be in true chronological order. Some reports may be a little off, etc...

For recovery purposes I am not sure about point in time, except you can recover  to an scn number which would equate to a particular point in time so the time  change should not be a major concern from rdbms standpoint. It is the  applications and data that I would worry about.
