100% CPU for each HTTP request?

Hi,
Whenever there is one HTTP request, the CPU usage reaches a peak of 100% and slowly drop to 2~3%. Is that normal? Can anyone advise me how I can further tune the performance fo this Web Server?

Web server used is Oracle Web Server 2.03 on NT 4.0 Ram :128M Ram
CPU :Pentium Pro

Any advise on how to tune OWS is greatly appreciated.
