I think you should position your ORACLE_SID string in the registry (HKEY_LOCALMACHINE->SOFTWARE->ORACLE) Check out the syntax of your listener.ora file $ORACLE_HOME\NETWORK\ADMIN
and try to do a

   LSNRCTL

     then issue a START command
