OpenVMS "$CRMPSC_GDZRO_64 failure"

   I'm having a problem with Oracle 7.3.2.3.2 on OpenVMS 7.1 Alpha                                                           

   I made some adjustments to the init.ora file ( reducing the shared pool size and increasing the number of database buffers ). When I tried to restart Oracle I got a "ORA-7690: smscre: $CRMPSC_GDZRO_64 failure"

   As far as I can tell there is room in the reserved memory area for this change and there are lots of free global pages and sections. The documentation doesn't give much information on what causes this error.

   Any pointers on what I should be checking here?
