Where is OWA_PARMS?

My company is using Oracle Web Server 2.1, and we need to use the OWA_PARMS package which was left out of OWS 2.1. I have heard on these newsgroups that it can be downloaded from somewhere, but we have had no luck trying to find it at www.oracle.com or any other web sites.

If someone knows where to get OWA_PARMS, please reply.
