the model can imply several reasons for doing so:
- bad database modelling;

• referential integrity being brought back to application coding;
• update timing problem for the one to one structure, some databases just can not do it the easy way.

I have also seen models like this in extreme flex database applications. If you look at a large ERP system like BAAN IV, then their database model (if it is a model at all, or just flat files into tables) has a lot of those structures.
