Oracle Network Manager Installation problem

I'm trying to install Oracle Network Manager for Windows to manage SQL*Net2 (I used Easy Configuration before). As far as I understand, this is Windows31 product which can be installed on Win95 or NT.
Installation gives
windows.stp(660): unbound variable 'restarted' and aborts. Does anybody knows what to do?

Also, why is it so important product?
Even for Sun SPARC Solaris, I must install Orcle Network Manager on IBM PC, this is the only way to set up SQL*Net2 (according to Oracle7 Installation Guide for SUN Solaris). What's the matter?
