This is the procedure Oracle support and myself use:

• Oracle
  • make a self-extracting VMS executable (.EXE) with the patch (.BCK) as input
  • FTP this .EXE in binary mode to their (UNIX) mail-system (WITHOUT uuencoding it first!)
  • mail it as binary ATTACHMENT to me
• myself
  • extract the mail to a file
  • use MUNPACK to unpack the file into an .EXE (the mail is MIME encoded)
  • run the .EXE, wich recreates the file patch.BCK
