OraDB versions that work with OraWeb

 I have installed Oracle Web Server 2.1 and need to know what
is the minimum version of the Oracle Database that it will
work with.  I read that the new Web server 3.0 works with
anything up from 7.1.6, but what about Web Server 2.1?  I have 
two 7.1.3 databases that return nothing back, so I'm thinking
maybe WS 2.1 also needs at least a 7.1.6 database to work.
