ORA12203 after rebooting

Hello,
after rebooting NT3.51 with Oracle 7.3.2 WorkGroup, I always got an ORA12203, TNS: unable to connect to destination.

I run SQLNet EasyConfig without succes. Connecting using SQLWorksheet and leave the Service Field Blank works.

Could anybody please point me to the direction, where to start or what may causes this?.
