TNS Errors on Alpha/OpenVMS

I am trying to find out the problem associated with the following errors which are recieved when the listener(v2.1.5.1.0) is started on an Alpha/OpenVMS:

TNS-12547	TNS:  Lost Contact
TNS-12560 	TNS:  Protocol Adapter Error
TNS-00517 	TNS   Lost Contact

which is followed by

VMS Error 2: Unknown System Error

The problem originally appeared when working clients (WFW 3.11 with TCP/IP) were rebooted and failed to reconnect to the database.

Any help would be appreciated.
