No. You can use the server as file server etc. If you have a heavy workload on database you'll probably want to dedicate server to Oracle database.

My recommendation is at least 128MB, 32 MB is minimum but unstable even with a few users, 64 is good
enough for a small workgroup (10 users). You'll need about 200-500 Kb per user.
