Problems with databases link

I have two databases Oracle 7.3.2.3.1 in one Windows NT 4.0 Server, one of the databases uses it as repository of the Designer/2000 and the other one for tests and development. In the moment to generate objects or applications use the test database,

outline that forces me to maintain a link between the two databases and the use of synonyms to get the correct generation
(some tables of the Des/2000 are necessary for the generation).

The names of the links and the databases are identical and the parameter global_names = false. Nevertheless, hardly ever obtain the connection with the database
(this is aleatory) and when I investigate the link
with the Oracle Schema Manager, this tell me:

The database link is not active.
