You also need a file called snmp.ora, and you have to run catsnmp.sql against at least one instance(I think - haven't set this up in awhile). This should be documented in one of the OEM manuals that came with your installation kit. If you didn't get them, call tech support - they have a number of documents that give step-by-step instructions.
