If you are using Unix all you should have to do to change the sid and not the database name is 1) copy the current initSID.ora file to a filename using the new sid in it, 2) add the new sid to sqlnet, 3) refresh sqlnet to see the new name, 4) stop the current database, 5) update any database links in distributed systems that refer to the old sid to point to the new sid, 6) export your Unix shell ORACLE_SID variable set to the new sid 7) start the database. You can test this procedure with a test instance to find any minor omissions in this process. You may have a network file or dns names server to update, etc.... depending on your environment/network setup. If you want the sid and database name to match then you will need to alter the control file as advised in a prior response, also.
