can't run >1 instance?

'm trying to run multiple instances (ie development and production ) on one machine. Shouldn't that just be entries in /etc/oratab? I also thought I could start them manually with ORACLE_SID set to something different. When I do a connect internal and startup it says Oracle is already running, I must shut it down first. When I do what starts up DOES reflect the SID setting.
