I have seen this happen in the past with NT.  What typically happens is
that the file created by the ORADIMXX program is referencing an
initialization file from a different directory.  This may or may not be
your case.  You can CAREFULLY edit this file, remove NO black blocks, but
change the source init.ora file location.
