Kirk,
I was mistaken about being able to change the DB_block_size, there is no way of doing it without re-creating the database.

As far as determining the size of your DB_Block_Size, it is recommended to keep it at least equal to your OS block size. If you are running a data warehouse database, then keep the block size fairly large, with little free space.
