7.3.3 is better because of additional patches that are needed for high performing Oracle instances. 7.3.2.3 has a problem that if too many Oracle sessions call the server via a service name e.g. sqlplus dba1/manager_at_svcname at the same time, what happens is that some of the sqlplus connections will fail.
