One thing you can check is that TCP is correctly installed and linked with the oracle executables. The easiest way to do so is to
cd $ORACLE_HOME/bin
adapters oracle
It should list TCP as one of the protocols. If not, try relinking the executables. We had a heck of a time working through getting it to work correctly on a recent install of 7.3.2.3 on Solaris. If it is not linked in and relinking the product executables does not help, let me know and I can send you the complete fix/bug bulletin that I received from Oracle.
On another note, when you do not have an error codes book handy, you should be able to type:
oerr tns 12537
to see a description of the error. I hope that helps.
