Check the alert log to see if log switches are occurring at the same time that your Oracle users are experiencing the pause in processing. When a redo log switch happens the system checkpoints and all dirty buffers are flushed to disk. You may need to increase the size of the Oracle system redo logs, add a dbwriter process, and/or a checkpoint process if you are not running one already.
