Key Mapping for Dev2000

I am trying to map the forms and reports to char mode for vt220/vt100 terminal emulation. I edited and generated the resource file to suit my needs and generated it successfully.
But when I run my product the error message I get is FRM 40918: Unable to initialize tool kit. I found a debug ( DEBUG_SLFIND) and ran the application, The init of the toolkit was the problem.

Could anybody shed any light on this?
