If the data in the USERS tablespace is not of earth-shattering importance and you don't want to go back to the backup, then you can simply force and offline of this tablespace and drop it. However, be warned that you will lose everything in this tablespace (which is probably not the best option).

If you are in ARCHIVELOG mode, then you should recover from your most recent backup and restore all applicable archive logs. If you are not in ARCHIVELOG mode, then your only recourse (aside from what is mentioned above) is to do a full restore of the database.
