Databases that not starts up automatically in Windows NT

I have a Windows NT Server 4.0, with two databases Oracle 7. 3. One of the databases is the one that settles for omission, while the other
one is created
manually
when I pull up the Server, the database for default starts up automatically while the other
one not
both databases have the necessary services including the option of starting up
automatically
and the password for remote handling is the same one for both

I thank any help that you/they can give me
