Oracle 7.3 comes with some good monitoring tools. Server Manager can be accessed by typing "svrmgrl" for a line-mode version and "svrmgrm" for a GUI version. You can view and modify performance on dozens of areas.

Earlier versions of Oracle had SQL*DBA, accessed by typing "sqldba" for a text-based "GUI-like" version, or "sqldba lmode=y" for a text-only version.
