Enable/disable database triggers

When I logon to SQL*Plus with an ordinary user (without DBA privilege) ALTER TRIGGER to enable/disable the database trigger of another user, I ended up with not enough privilege. Is it possible to allow an ordinary user to enable/disable database trigger of another user by granting the appropriate rights (except DBA) to the ordinary user ?
