I'm not sure what version of Oracle you're running on, so there are 2 different ways to accomplish this. I believe in version 7.1 and below (excluding Oracle 6) you can create a user called OPS$ROOT and grant the appropriate privileges to that user. In 7.2 or greater, the user should be OPS$DAEMON with the same privileges. The OPS$ prefix is the default for OS authentication, so if you've set that differently you'll need to change the above to reflect your prefix.
