The best solution probably is Oracle's heterogenous replication product, which works in conjunction with IBM's Data Propagator for DB2. This might not meet your cost criteria, but you should at least take a look since it is a product designed specifically to do what you want and it integrates with Oracle's native replication services.

Your Oracle rep should be able to supply detailed information.
