Generally speaking, the fastest way to bring up an Oracle session is by making use of MTS (Multi-Threaded Server). You need to set some initxxx.ora parameters and setup the listener to make it work. The server processes are started with the instance and are accessed by a set of lightweight dispatcher processes configured by the tns listener. Read up on it.
