There should not be an arch subdirectory. The LOG_ARCHIVE_DEST parameter is really the prefix of the archive files. i.e. Your log files will go to:

	the directory 	/usr/local/app/oracle/product/7.3.2/dbs
	File Name	arch(LOG_ARCHIVE_FORMAT)

This had me going for a while. I also created the subdirectory arch. Hope this helps.
