CSV files from Oracle 7.1 on VMS

We don't want to use SQL*PLUS (too slow) and won't have PL*SQL 2.3 for a year, so FILE_UTL is out. Does anybody have a C program I can build on VMS to unload Oracle tables into CSV (comma seperated) files? PraxisInt has a product coming out soon OmniLoader that could do the job, but I'm thinking shorter term.
