I would break the report into the following sections

-database observations (fragmentation, chaining, physical layout......)

-memory utilization
-cpu utilization
-i/o utilization
-network utilization
-observations about applications (well written, adhoc and not
optimized....)

Tuning the database/application involves looking at how all of these topics react together
