The entire process of creating a new database from scratch is detailed in many of the Oracle books out there in the book stores. Try The Oracle DBA Handbook from Oracle press. You can also find the procedures on the numerous Web sites dedicated to Oracle and on the Oracle Developer Support CD ROMs, as well as third party support products like RevealNet's. There is also this newsgroup of course...
Remember, you are not alone! There is lots of help if you no where to look. :-)
