Help! Error when connecting to server using SQLPlus

Hi,
The following messages were observed when users connected to the Oracle database using SQLPlus3.1 and wonder someone could help:

   Error accessing PRODUCT_USER_PROFILE
   Warning: Product user profile information not loaded!    You may need to run PUPBLD.SQL as SYSTEM.

The user was created using the following statement:   

   Create user ora_user
   identified by ora_pass;  

No other profile was created except the default.
