Alert adapters: Externalization of triggers/stored procedures?

To the ORACLE:

Can someone give me an example of binding an alert to an executable/DLL/C-language function?

I see the ORACLE documentation for embedded SQL, unfortunately, embedded SQL probably won't work for us?

Ultimately, I would like an INSERT/UPDATE/DELETE on a certain tables to cause a message to be sent via the CORBA Event Service, but I'll take any sample C/C++ that binds to anything outside the application that does the operation (ie, other than embedded SQL calling itself).
