Workstation Server - What is it?

I have a client that wants me to build a 20,000 record database for remote user access on a windows nt server. He was told that he must have Oracle Workstation Server and that this package had everything he needed to design the database, front-end for his remote users, etc.

When I scanned a few pages about the Workstation Server, it appeared to me that this was a "database administrator" type of program and not the tools that are needed to create and distribute runtime oracle database applications.

Can someone set me straight please...
