Hi,

Oracle looks in the $ORACLE_BASE/admin/$ORACLE_SID/pfile directory. In the $ORACLE_HOME/dbs directory resides the default configuration init file.

Information on that I can read in the Oracle 7 Server for UNIX Administrator's Reference Guide Chapter 1. But this is an older release (7.1).
