Anybody using Oracle Software Manager?

Has anybody used the Oracle Software Manager that is part of Enterprise Manager 1.3.5? The manual says that you can create software packages for distribution to your "distribution hosts," and from there it will go to your clients. But I haven't been able to find out exactly HOW it gets to the clients from the distribution hosts. Does this require a shared install using the Client Software Manager on the distribtion hosts? If that is the case, on smaller networks, wouldn't it be easier to skip the OSM and just use the Client Software Manager?
