Reorg/Pct used Question

I have a question/clarification regarding table reorgs and the storage clause Pct Used. When performing a table reorg, all extents are put into one extent. But do blocks that are still above the Pct Used get written to during the reorg? Or do the blocks remain the same and only the extents reorged into one?
