  1. check see if the SQL*Net server is installed and configuration properly. this is related to the TNSCTL error.
  2. check the sv*.app and sv*.cfg file in you web server configuration dir, see if the application virtuall dir input right.
  3. go into the NT server in the control panel. see if the web server listener is runing. if not, from the admin server, create or modify the listener.
  4. from admin server, check the cartrige setup.
