I have had a training system that contained 16 "databases" in two instances. I was reluctant to create 16 different issues because I would then have to manage 16 backup scenarios, 16 SGA's, and tune 16 systems, plus make sure that they didn't stomp on each other in terms of memory utilization and io. You will still have to handle the memory and IO issues, but as a single instance. I would think it would also make it easier to have the users access each of the other's data. If managing each system is a issue, perhaps you could manage by schema, instead of instance?
