Make sure you have pl/sql installed on the catalog database. You can check this by using sqldba or svrmgr and look at the banner. It should say PL/SQL and a version. Also you may need to run $ORACLE_HOME/rdbms/admin/catproc.sql as internal. If the isntaller creates the catalog tables it would have run a script to verify the installation of pl/sql.
