Problem Installing Workgroup Server 7.3 on AIX 4.1

One of our SEs had a problem installing Workgroup Server 7.3 on AIX 4.1 because the make utility was not found or was not on the system. 
Is the AIX development system required in order to install the Workgroup Server 7.3? Does Oracle provide any make/link utilities for installs where the development kit is not installed?
Can the GNU utilities for AIX be used for installing Workgroup Server 7.3?
