I don't know if you can find anything cheaper than Designer/2000 considering
it is an integrated CASE tool. But other options are:

PowerSoft: S-Designer and PowerBuilder

Embarcadero: ERWin

MS: Visual Basic

Borland: Delphi, Optima++

Texas Instruments: IEF (Integrated Engineering Facility)

You can mix and match most of these, and plenty of others.

I looked into a lot of different tools about 1 year ago, either they were
too limited, or had all the features and cost $50K+ (especially the integrated
CASE tools).

Hope this gives you some idea.
