Unable create job from Oracle Enterprise Manager

We are having Oracle 7.3.x.x version with Windows NT, everything works fine 
clients are able to connect to database and work from sqlplus and applications too. 
But Oracle Enterprise Manager doesn't show the destinations in the list when 
we try to create a job from OEM, Oracle Agent services is also exisiting 
on the server. Any help would be greatly appreciated.
