Oracle Tech. Support (Canada) have concluded that it is bug 395797, which is not os specific.
To be fixed in plsql 2.3.4 (rdbms 7.3.4) - not currently available.

My original question of workaround still stands i.e. Is there another way of writing the query as a single SELECT statement?
