Cant create a snapshot?

I am experimenting with Workgroup server for NT.  I am trying to create a 
snapshot for replication.  Every time I try to create a snapshot I get the 
following error:



ORA-02094: replication option not installed.



I have run the catrep.sql and catrepad.sql as user SYS, it is my understanding 
that these scripts should install the replication option.



What am I missing here???
